Maryland’s Second Look Act Takes Effect: A Win for Justice and Redemption

Last week, the Maryland Second Look Act  - a powerful new law championed by the Maryland Second Look Coalition with support from our partner organizations and Progressive Maryland members — officially took effect. This landmark legislation opens the door for incarcerated adults who entered the system as children or young adults to petition for parole if they can show they’ve been rehabilitated.

 

During this year’s legislative session, Progressive Maryland members stood alongside partner organizations to demand this reform. From rallies and emails to testimony and calls to legislators, our members helped make this victory possible. Together, we pushed for a system that recognizes growth and change, and now, Maryland is taking a vital step toward justice that values second chances.

Governor Moore and House Speaker Adrienne Jones have both emphasized what this law represents: opportunity, redemption, and belief in transformation. As Governor Moore put it, “We are leaving too much potential on the table, including when it comes to men and boys who are returning citizens. Over 95% of Maryland's incarcerated population is male, and many of those men deserve a second chance.”

The Second Look Act reflects a commitment to redemption and fairness, giving individuals, especially those who entered the system at a young age, the opportunity to rebuild their lives and give back to their communities. 

We are proud to have stood on the side of justice and compassion in this fight. This win shows what is possible when we come together and raise our voices for a Maryland where everyone can move forward.
